Yes, for the majority of graphics resources available, you can use any software program to edit them including Macromedia Fireworks, Adobe Photoshop, GIMP, Paint Shop Pro etc. In order to benefit from certain software packages and PSD files, a copy of Adobe Photoshop is required which can be bought from various software retailers.
